Fixed an issue with creating a company by restoring a backup, which failed on servers with the PGPASSWORD environment variable set, showing an error about failed database password verification. Both restoring and downloading a backup now work regardless of this variable.

The Employer Notification REGZEC now complies with the new XSD schema version 1.4_0_4 published by the CSSZ (Czech Social Security Administration). Validation before submission will now also flag a zero average net earnings value upon termination of employment, which the new schema no longer accepts.
