Creating a Document with a Tax-Exempt Amount

If the document has no line items, the element <bezPolozek>true<bezPolozek> must be included.
If this is not done, Flexi will return an error:
The entered value [10.0] of the property [sumOsv] differs from the calculated value [0.0]
