What the error means
The service is currently in a starting or stopping state and cannot accept any further requests.
How to resolve the issue
Wait a few tens of seconds and try again
Check the status of the service
If needed, restart the service
If that does not help → restart the server
This error commonly occurs when the service is started repeatedly or if the service becomes "stuck".
