What permissions does a user need in their user role to access the web interface dashboard?

First and foremost, the user role must always have access to the reports management.

For displaying the dashboard, it does not matter whether the user role has full access or read-only access.

Another permission that will most likely be required is access to account opening balances. This is because the majority of charts (at least those displayed by default) work with account opening balances.

For displaying the dashboard, it does not matter whether the user role has full access or read-only access.

More specific situations may also arise, such as displaying the Cash Flow chart. This requires full access to user queries — not just read permission, but write permission as well. This applies only to the Premium plan.

This is because the chart operates on top of a user query, and when the chart is added, a user query is also created — which requires write permission.

A similar situation to cash flow may also occur when displaying custom outputs in a chart. In that case, however, read-only access to user queries should be sufficient.
