Legislative Updates for 2024

What legislative changes await us in 2024 and where to find them in ABRA Flexi

Version 2024.1.0 introduces legislative updates related to the depreciation of zero-emission vehicles and the new VAT rates applicable for 2024. Below you will find a detailed description of the changes and the steps required to transition to the new period.

A complete overview of ABRA Flexi versions can be found here. The version for self-hosted servers and local installations is available in the downloads section. Cloud instances will be updated gradually based on the license type.

* Before installing the new version locally or on your own servers, please verify that you have already paid for the Annual License Support (ALS) service for 2024.

Accounting Period Transition 2023/2024

First, we will outline the steps required for transferring balances, stock cards, and revaluing documents. We have prepared a dedicated article for this purpose. Alternatively, the period transition can also be carried out via the web interface.

New VAT Rates 2024

The new rates are included as of version 2024.1.0 — no user action is required.

VAT Rate Code List

In Tools > Code Lists > VAT Rates, the rates have been updated and the previous rates are restricted to 31 December 2023. No user intervention is needed — the VAT rate code list is automatically updated for Czech Republic and Switzerland in version 2024.1.0.

VAT Rate Date Differentiation on Documents

We have added a new field, VAT Rate Date (datSazbyDph), to documents.

This field determines the date from which VAT rates are drawn from the code list. Rates are now determined by this date and are automatically updated whenever it changes. Previously, rates were governed primarily by the taxable supply date. Filling in the taxable supply date automatically updates this new DSDPH field as well, though it can also be set to a different date independently.

The field is located in the document header > "Accounting and VAT Line" tab (or "Specification" for orders). The field is not editable if the document is cancelled, locked, paid, deducted, etc.

Retaining VAT-Inclusive Sales Prices When the VAT Rate Changes

If you want to retain the final VAT-inclusive selling price for price list items but your prices are recorded as "excluding VAT", you need to follow these steps:

  • Export the price list codes and the VAT-inclusive prices to Excel.

  • Then update the price type using one of two approaches (a or b):

    • a.1) Using bulk change — Price Type — Including VAT

    • a.2) Then re-import the VAT-inclusive prices and the base amount will be calculated automatically.

    • b.1) Add a column to the exported Excel file. The column should be named Price Type and the value is typCeny.sDph.

    • b.2) The import will change the price type, import the correct VAT-inclusive values, and the ex-VAT price will be calculated automatically.

If you do not make this change, the final VAT-inclusive price will be recalculated according to the new rate (provided that the price type is set to "excluding VAT").

Prices with the Second Reduced VAT Rate Type

If you have price list items with the VAT rate type 2nd Reduced, you must make the rate type change manually. The 2nd reduced rate is officially invalid from 2024 onwards, and therefore it is not possible to automatically determine which rate each price list item should now fall under.

To make the change, select the items that have the 2nd reduced rate in the VAT Rate Type field and click the "Bulk Changes" button. Choose "selected only" and locate the VAT Rate Type field, then select the value you want to reassign the items to (exempt, reduced, or standard). The price list items will subsequently be recalculated based on the selected rate type.

New VAT Lines

The localized code list for supply codes has been extended with the option "Supply of books and similar services".

Four new VAT return lines have been added for the new supply code, effective from 1 January 2024 (If the new supply code is used before 2024 or on a received invoice, it behaves as the supply code for goods):

  • 26 K - Other taxable supplies with the right to deduct tax (e.g. § 24a, § 67, § 68, § 69, § 70, § 89, § 90, § 92) - Books

  • 20 K - Supply of goods to another member state (§ 64) - Books

  • 22 K - Export of goods (§ 66) - Books

  • 26 K EU-N - Other taxable supplies with the right to deduct tax (e.g. § 24a, § 67, § 68, § 69, § 70, § 89, § 90, § 92) - Books, EU non-payer

Related to this is the "VAT Rate Types" tab on price list items, which now includes a new "VAT Supply Code" field.

For items that now fall under a different VAT rate and a different VAT line, you can easily ensure correct behaviour in both the current and the previous year. Individually configured VAT rate types take precedence over the VAT rate in the price list item header.

For example, for books that fell under the 0% rate until the end of 2023, a correct configuration might now look as follows.

This ensures that until the end of 2023 the item is sold at the 2nd reduced rate (10%), and from 2024 onwards at the exempt rate. You can also add the supply code for 2024 (as an additional entry under the rate type links).

Payroll 2024

Payroll legislation updates are currently being prepared and will be included in ABRA Flexi version 2024.1.X during January. Legislative changes for 2024 include:

  • updated amounts (new average wage, new threshold for the 2nd personal income tax rate, new reduction limit amounts, etc.),

  • updated PDF forms for the tax authority,

  • new version of the XML Employment Start/End Notification,

  • introduction of employee sickness insurance contributions,

  • alignment of meal voucher exemption conditions with the conditions for the flat-rate meal allowance,

  • abolition of the student tax credit,

  • introduction of a cap on non-cash employee benefits,

  • introduction of the long-term investment product (as an alternative to pension and life insurance)

Zero-Emission Vehicles

The validity of "extraordinary depreciation" for depreciation group 2 has been extended through to 2028.

Functional Currency 2024

This update is not included in version 2024.1.0. It is currently planned to be analysed during the course of 2024.
