If you are using the paid version of Avast Internet Security and Flexi is not working, you need to disable the Avast firewall and enable the Windows Firewall instead.
Unfortunately, no better solution has been found despite several hours of effort.
Flexi doesn't work with Avast Internet Security (unverified – hence a suggestion)
